Infància i adolescència en perill a andorra. Realitat, problemàtiques i noves perspectives
(Childhood and adolescence in danger in Andorra. Reality, problems and new perspectives)

“To promote the critical knowledge of our society to contribute to its transformation to obtain a fairer society. This is the slogan which led us to create the study “Infància i adolescència en perill a Andorra. Realitats, problemàtiques i noves perspectives”.

Reig Fundació in its aim to promote and contribute to social well-being in Andorra suggested the possibility of a collaboration between the two entities, just over a year ago, to the Minister Cristina Rodríguez.

The study Infància i adolescència en perill a Andorra. Realitats, problemàtiques i noves perspectives is the result of this proposal and, on 20th March 2012, the Ministry of Health and Well-Being and Reig Fundació signed a collaboration agreement to carry out a study on infants and adolescents at risk in Andorra.

Based on these premises, both institutions agreed to prepare a study on the situation of infants and adolescents in situations of social risk that could serve as a basis for future actions to be introduced, based on the future law of social care and on the regulations that are developed from it.

To carry out this work, we had in mind Magda Mata, a graduate in psychology from the University of Toulouse – Le Mirail (France) in 1982 and with a DESS (Diploma in Third Cycle Advanced Specialist Studies) in psychopathology and clinical psychology of everyday life. Magda Mata has published several pieces of work and her professional experience is far reaching in the world of social care. In 1985, she started as a temporary worker in the Social Services of the Andorran Government to draw up the project and to set up the Child Foster Centre, CAI. Since then, she has carried out various tasks in the social area, basically working with children and adolescents, within the Government, from where she has coordinated various services and institutions (Social Services, Court, the Police Service, Schools, Informal Education Centres). From 1999 to 2004, she was the advisory psychologist in childhood matters at the Ministry of Health and Well-Being, particularly in the prevention, detection and assessment of children at risk. Her collaboration in writing up different reports aimed at national and international organisms is particularly worthy of a mention (General Council, Council of Europe, Committee on the Rights of Children), which led to her to being responsible for the workgroup asked to prepare the Protocol of Action in cases of children at risk. As far as her educational psychology role is concerned, in 2002/2003, she taught at the University Nursing School where she taught the social module in the course on Forming Children’s Nursery Schools. From 2004 to 2009, she was the director of the Social Department of Andorra la Vella Town Council and from 2009 to 2010, she was responsible for the Department of Well-Being of the Ministry of Health, Well-Being and Employment. In 2009, she participated in the Council of Europe Adoption Conference. Her work in the administration culminated when, in 2010, she became the Secretary of State for Equality and Well-Being. 

The study, which was promoted by Reig Fundació, was mainly aimed at professionals in our country who work with our young people on a daily basis. The work being presented today aims to be and, in fact, is a tool, a resource, a document for reflection to improve, in as much as possible, part of the work that they carry out every day. We will be satisfied if it is useful to them, if it helps them to improve the situation of young people in Andorra.

Young people are the future of our country, therefore we need to pay maximum attention to their needs in the various areas of their lives, particularly those that are in a greater situation of social vulnerability. As a society, we must guarantee that young people can design, construct and develop their own life project, in other words, emancipate, as well as participate socially in collective projects with equal rights and obligations and to therefore take on full citizenship. The public authorities, as well as the private ones, must promote actions that lead them in this direction. In this sense, we hope that the work being presented contributes to greater information to be able to apply, improve and make the actions and the social policies for infants and adolescents more effective.

This is the result of the work that was carried out during 2012. We hope it will help the development of Andorra in general and of its young people in particular.
