Andorran Sustanability Observatory OBSA

obsavidreThe Andorran Sustainability Observatory Foundation (OBSA) was created in December 2006 with the aim to mainly develop its purposes in the Principality of Andorra.The main purpose of the Foundation is to establish and manage an observation entity where debate about the wanted model of development could take place in a critical and reflexive interdisciplinary space of dialogue by the economical, social, political and institutional agents of the Andorran society.

The observatory will also have the following purposes:

a) To develop an integrated system of research activities, education, information or documentation, mainly based on the analysis of the multiple relations among the economical, social, political, technological and ecological spheres and from the perspective of a global analysis of the Andorran territorial reality.

b) To elaborate and update the sustainability indicators suitable to measure the impact that the productive, consumption and territorial occupation process generate in the environment and in our capitals (economic, social cultural and environmental) to be able to settle the model of sustainability that the country plans.

In that sense, the Foundation will specifically have to do:

b.1) to elaborate studies to be able to foresee the evolution of the future needs of the system of attention to the different situations of dependence, to be able to orientate, in an evaluative way, the model of the social security benefits and its level of cover.

b.2) to encourage the thought - about the general principles of prevention, rehabilitation, participation and social integration - of the public powers and the social agents in relation to the desired intervention model towards the attentions to the people in a dependable situation.

c) To elaborate results (studies and annual and local reports) from which a future evolution of the actual tendencies could be foreseen and, that way, to be able to work beforehand to reconcile the increase and the country's creation of wealth with the development and social and human welfare. At the same time, those studies will have to give liable and objective information for the local and national dynamics to be efficient and effective.

d) To establish future sceneries depending on the tendencies of the measured indicators and/or depending of the introduced variables to analyse its fluctuations.

e) To help the administrations to measure its strategies and sustainability processes as well as to help them to invigorate those processes.

The Foundation will develop its objectives:

a) Directly in its own centres (creating technical offices, commissions…)along with the staff of those centres and the participation and collaboration of other researchers and technicians from other organisms and entities.

b) To participate in the activities' development with other entities that realise similar or complementary tasks to the ones done by the Foundation.

c) Through the realisation or the financing of studies, researches, curses, publications and any other activity of investigation, educational or divulgation.

d) Through the grant or the hiring and acquisition of services of thirds.

ObservatoriThe Foundation is a private entity, with techno-scientific character, not subordinate to any other instruction in its finalities not defined by its own foundational rules.In that sense, the Foundation is independent and has full authority to take decisions and to decide actions.

The board is the government organ of representation and administration of the Foundation. The board has total freedom to determine the activities and the way to proceed of the Foundation, with tendency to acquire the objectives more convenient for the Foundation.

The foundational board members are:

1. Associació de Bancs d'Andorra (ABA)

2. Caixa Andorrana de la Seguretat Social (CASS)

3. Cambra de Comerç, Indústria I Serveis d'Andorra

4. Julià Reig Foundation

5. Universitat d'Andorra (Ud'A)

The capital resources of the Foundation are composed by an initial endowment and the following contributions of any nature that the Foundation may receive in the future. The initial endowment is of 120.000 euros.This initial endowment has been given by the founders according to the following participation: 40% Julià Reig Foundation, 15% the Associació de Bancs d'Andorra (ABA), 15% the Caixa Andorrana de la Seguretat Social (CASS), 15% the Cambra de Comerç, Indústria i Serveis d'Andorra and 15% the Universitat d'Andorra.The complete study sponsored by the Julià Reig Foundation and made by the Càtedra Unesco in the Universitat Politècnica de Catalunya about the sustainability of the Andorran development is also part of the initial endowment of the Foundation.To develop its activities, the Foundation is financed with the resources coming from the activities, from the profit of the endowment and with those others coming from helps, subsidies, donations or legacies received from public or private people or entities.

The Foundation address is Plaça de la Germandat s/n, in the building of the Universitat d'Andorra in Sant Julià de Lòria.
